I'm not sure what might be the best logic for this. My suggestion is to somehow send retreating fleets further behind the lines. So they make themselves vulnerable to Pearl Harbor attacks by sitting there repairing. The problem comes in that the nearest base can many times still be near or on the front lines. It seems though that the remnants of the AI fleet will retreat to their nearest base. That has changed now that the retreat mechanic has been implemented. It used to be that the AI was more suicidal and kept attacking regardless of losses. I have a few ideas for another future patch.
